What Is a BCA Audit?
A “BCA audit” isn’t a separate audit standard — it’s the audited (or management) accounts that BCA requires as part of your CRS registration or renewal, to prove your firm has the financial capacity for the Workhead and grade you’re applying for. BCA assesses two figures from your accounts: paid-up capital and net worth. Both must meet the minimum for your grade, and if your auditor issues a qualified, adverse, or disclaimer opinion, BCA can register you at a lower grade than you applied for.
Which CRS Grade Requires an Audit?
For Construction Workhead (CW) registration — the most common category, covering general building (CW01) and civil engineering (CW02) — the financial requirement (minimum paid-up capital and net worth) by grade is:

Grades A1 through C2 must submit audited accounts; only C3 can substitute management accounts (Profit & Loss and Balance Sheet, signed by a director). The same audited-vs-management split applies to the L1 grade under Construction-Related (CR) and Mechanical & Electrical (ME) Workheads, and to Single Grade registrations — everything above entry-level requires an audit.
The June 2025 CRS Expansion: Why More Firms Now Need This
Before June 2025, CRS registration mainly applied to firms tendering for public sector construction projects or working as first-level subcontractors on them. Since 1 June 2025, any firm that wants to hire construction workers on S Pass or Work Permit — regardless of whether it ever touches a public sector project — must register under the CRS. If your firm hires foreign construction workers and isn’t yet CRS-registered, this is very likely the reason you now need audited or management accounts prepared to BCA’s specification.
Annual Audited Accounts for Higher Grades
Registration isn’t a one-time financial check. Grades A1 to B2 (CW) and grade L6 (CR/ME) must submit audited accounts annually to retain their grade — not more than 4 months old from the accounts closing date for SGX-listed firms, or 6 months for non-SGX-listed firms — alongside BCA’s Annual Return of the Construction Industry survey. Missing this annual submission risks a downgrade, which can immediately cut your public-sector tendering limit.

Do I need a BCA audit for my construction company?
